Senior Land Planner - Project Manager

Sequence has been exclusively retained and is currently seeking a capable Senior Land Planner with extensive planning and policy experience to undertake project management and site-specific analysis of private development and municipal planning projects throughout Washington.

As the most high-profile position of its kind in the region, a unique role with long-term job stability and a wealth of project efforts.

Reporting directly to senior leadership, the role is responsible for oversight and managing permitting, planning, and policy projects. The right individual would possess in-depth knowledge within one or more planning specialties (Long Range Planning, Permitting, Policy/Advocacy, or planning-related code development, etc.).

The firm's typical efforts range from comprehensive/long-range planning to permit strategy, preparation, and processing. An extensive amount of their efforts is tied to public outreach and engagement, focusing on blending visioning community engagement with deep-rooted understanding of policy to create tangible, implementable solutions. Ideally, this would include the ability to develop plans for utilization of land and physical facilities of cities, counties, and metropolitan areas – coupled with the aptitude to develop creative solutions to project issues.

The role has significant responsibility with oversight of planning team members coupled with a high level of client engagement.

General Duties and responsibilities include:

Proposal Preparation: Responsibility for preparing proposals for potential projects, including outlining project scope, deliverables, and budget estimates.

Client Relationship Management: Building, maintaining, and enhancing relationships with existing and prospective clients. Requiring effective communication to address client concerns and ensure client satisfaction throughout the project lifecycle.

Permit Processing: Knowledge of jurisdictional requirements, codes, and policies. Hands-on activities and management with finding, maintaining, and filling out jurisdictional forms and applications as well as submission of permits and applications on behalf of the clients.

Budget Management: Responsibility for maintaining project budgets, monitoring expenses, and ensuring that projects are completed within the allocated budget.

Team Supervision: Oversight and direction of assigned staff on their tasks and assisting with the oversight of planning employees on various projects. Serve as the right hand of planning leadership. This role includes participation in the hiring process and collaborating with supervisors on employee goal-setting.

Work Plan Development and Implementation: Actively involved in yearly work plan development with responsibility for implementing the work plan effectively.

Public Meetings and Outreach: Take the lead on preparing staff reports and presenting information at public meetings and hearings. This includes coordinating public meetings and project outreach efforts and ensuring effective communication with stakeholders.

Mentoring and Career Development: Mentorship, coaching, and providing career guidance to planning employees in coordination with senior leadership to help them grow professionally.

RFP/RFQ Preparation: Assisting in preparing and overseeing Request for Proposal (RFP) or Request for Qualifications (RFQ) documents for planning/engineering projects.

Meetings/Coordination: Attend pre-application, application, and pre-construction meetings, as well as client meetings to ensure effective coordination and communication of efforts.

The role includes project management and extensive coordination with multi-disciplinary personnel and sub-consultants to ensure design and planning services are executed. In addition to personal development and technical contributions to planning efforts, the position has extensive document and quality oversight of materials (technical reports, project narratives, and response letters for complex applications, etc.) of planning team members.

Beyond planning experience and knowledge base, the position requires a deep understanding of permitting/project management processes, planning practices, and public policy (local, state, and federal).

The ideal candidate would have five to seven (5 - 7+) plus years of experience and a bachelor's degree or advanced degrees in land use, urban, regional, or city planning, landscape architecture, geography, or related field required.
