Position Overview:

TradeWind Services is seeking multiple Project Manager 2’s to support the Department of Energy. The Project Manager 2 provides leadership and oversight for complex construction, maintenance, and facility upgrade projects within a DOE-regulated environment. This role manages multidisciplinary teams, coordinates project schedules and resources, and ensures performance of scope, schedule, and budget using Earned Value Management Systems (EVMS). The position proactively identifies project risks, develops mitigation strategies, and recommends corrective and preventive actions in alignment with DOE standards and expectations.

The Project Manager 2 applies advanced knowledge of all construction phases—including renovations, upgrades, and D&D—and leads constructability reviews to assess design impacts on cost, schedule, and execution. The role requires extensive experience in facility maintenance and construction management, including configuration management, work control, systems engineering, and safety/authorization basis processes.

The position demands strong understanding of collective bargaining agreements, work hazards, safety practices, and lock-out/tag-out procedures. The Project Manager 2 must be able to interpret mechanical, electrical, and structural drawings and ensure that all project activities align with DOE health, safety, and environmental requirements.

Success in this role requires effective customer engagement and collaboration with program, project, and line management to develop actionable solutions and recovery plans. The Project Manager 2 provides clear, concise communication to senior leadership, stakeholders, and regulators, and effectively utilizes computerized work management systems to track progress, materials, and equipment. A commitment to fostering open communication, teamwork, and a strong safety culture is essential.

Key Responsibilities:

  • Lead projects while working to achieve the Client’s missions.
  • Responsible for and lead projects of $500k or less and provide oversight to Superintendent 2’s as necessary.
  • May initiate the investigation of abnormal events, incidents, and /or accidents to identify the root cause and assist in implementing appropriate corrective actions.
  • May serve as a Control Account Manager (CAM) responsible for planning, budgeting, managing, and controlling costs and schedule performance for a project or subproject and serve as a point of contact for project controls, including account scope, schedule, budget and technical performance.
  • Ensure work packages realistically represent the duration and budget necessary to perform work and perform variance analysis reviews, determine cause an effect of schedule or cost variance and define achievable corrective action plans.
  • May be required to present project management performance plans, status updates, trends or issues to federal sponsors.

Required Qualifications:

  • Requires a degree in an engineering or scientific discipline or specialized project management training, plus ten (10) years of relevant experience, including at least five (5) years in engineering, procurement, or construction. Equivalent combinations of education and experience will be considered.
  • Required to work a flexible schedule - Days, Nights, Weekends.
  • Active DOE Q Clearance is required.
  • Nuclear Experience is required.

Preferred Qualifications:

  • Experience with vendor surveillance, procurement quality oversight, and supplier audits.
  • Background in welding engineering, metallurgy, or materials science is a plus.
  • Previous experience working in DOE, DOD, or nuclear facilities.

Salary and Benefits Information:

Expected Salary Range: $165k - $205k / year (depending on experience)
