Title: Earned Value Management System Assessment Services

Location: Hybrid (Richland, WA)

Duration: Award – 09/2025 with potential to extend

Position Purpose:

  • The work scope activities related to EVMS compliance and health includes the resources, material and/or equipment necessary to accomplish the scope. Performance includes, but is not limited to reviews and recommendation reports for:
  • 1) Task 1 (May perform this task remotely as needed):
    • Develop one (1) EVMS Self-Governance procedure
    • Develop one (1) Control Account Manager (CAM) qualification card for line-item CAMs
    • Update five (5) training modules
    • Develop one (1) draft annual assessment report
  • 2) Task 2 (May perform this task remotely as needed): Perform one (1) Readiness Review for the annual assessment based on the Compliance Assessment Governance and utilizing the Integrate Project/Program Management (IP2M) and Maturity and Environment Total Risk Rating (METRR).
  • 3) Task 3 (Must perform these tasks at the Client’s facility onsite): Act as Client Lead for an onsite Integrated Baseline Review (IBR) for an upcoming task order plan using the IBR process described in the National Defense Industrial Association Program Management Systems Committee Integrated Baseline Review (NDIA PMSC IBR) Guide.
    • Lead a Client Team for an IBR. The IBR will be a joint assessment with DOE-RL.
      • Conduct an In-brief meeting, CAM interviews, Field review and Out-brief meeting scheduled within five days at Client's Hanford location.
      • This task will include in-person for four (4) days.
      • Draft the IBR report for DOE-RL review that includes the following input:
      • Incorporation of comments from Client reviewers (6 Reviewers)
      • Ensure alignment based on applicability of EIA-748 and NDIA
      • IBR Report should not be longer than 25 pages.

Minimum Qualification Requirements:

  • Minimum of 12 years’ recent experience leading assessments.
  • Minimum of 12 years’ recent experience in the following areas:
    • Earned value management systems (EVMS)
    • Project Controls
    • Program Management
    • Training development and business management in government and/or commercial environments.
  • Proven experience with the following (any number of years’ experience):
    • DOE O 413.3B, Program and Project Management for the Acquisition of Capital Assets
    • EIA-748D, Earned Value Management Systems
    • National Defense Industrial Association (NDIA), Earned Value Management Systems EIA-748-D Intent Guide
    • PM-30 Desktop Instruction: Earned Value Management System (EVMS) Compliance Protocols.
    • Earned Value Management Systems Compliance Review Standard Operating Procedure (ECRSOP)
    • Guidebook for Using IP2M METRR Report 6
    • National Defense Industrial Association Program Management Systems Committee Integrated Baseline Review (NDIA PMSC IBR) Guide
    • Evaluating schedule health and schedule compliance against EVM requirements.
    • P6, Deltek Acumen, COBRA experience, and Sage.

Salary and Benefits Information:

Expected Salary Range: $60-100 / hour (depending on experience and qualifications)
