Position Description:


The Project Planning Lead shall be responsible for building and maintaining a practice for organizing, planning, and managing Operations and Engineering projects for the Department of State. The portfolio of projects will include: Program Management and Planning; Architecture and Engineering; Design, Development, and Testing; Service Transition, Configuration Management, Continuous Delivery, Continuous Integration, and Operational Support.



  • Manage delivery of operational and engineering projects, ensuring quality and timeliness in accordance with performance standards while driving improvements throughout the contract lifecycle.
  • Create Agile Practice within existing Operations organization to train engineers on Agile methodology, interface with CST’s Agile practice, and manage Operations projects from launch to closeout through Agile methodologies.
  • Interface with Strategic Project Management division to manage projects according to Agile, Staged Agile, and Waterfall requirements.
  • Plan, lead, organize, and motivate agile project teams to achieve a high level of performance and quality.
  • Lead and manage large, complex enterprise-level projects consisting of multiple Agile teams and requiring integration with other activities outside the scope of the Agile teams.
  • Promote empowerment of Operational teams, help ensure that each team member is fully engaged in the project and making a meaningful contribution, and encourage a sustainable pace with high-levels of quality for the team.
  • Define project scope and schedule while focusing on regular and timely delivery of value
  • Organize and lead project status and working meetings
  • Manage risks and issues
  • Correct deviations from plans
  • Perform delivery planning for assigned projects
  • Lead implementation of kanban practices across operations teams to coordinate activities.
  • Pilot new visualization methods for Operations key metrics for senior management and propose and lead enterprise-wide efforts to improve visualization reporting.
  • Help foster innovation through project management and planning through ownership of Agile-driven Innovation Practice and shepherding of new engineering efforts through launch and customer approval.
  • Manage, motivate, and staff to minimize turnover and to achieve excellent and timely performance
  • Manage deliveries and associated reviews while ensuring Agile approaches are incorporated into the delivery model
  • Apply project management fundamentals to develop Project Management Plans, Program Management Plans, Quality Control Plans, Contract and Task Order Management Controls, and Resource Management.

Education and Certifications:

  • Expert knowledge of both Agile and traditional project management principles and practices and the ability to blend them together in the right proportions to fit a project and business environment.
  • Solid understanding of engineering practices and software development life cycle models.
  • A proven track record of successfully implementing projects using Agile methodologies including 8+ years of experience as a Project Manager managing large, complex projects with multi-function teams.
  • PMI-ACP, CSM, or equivalent preferred.
  • MA or MS or equivalent experience is required.

Knowledge and Experience:

  • Prior experience with SCRUM/Agile methodologies with enterprise-level projects.
  • Experience overseeing multi-function project teams with at least 10-15 team members including Engineers, Business Analysts, and QA Personnel
  • Sufficient level of technical background to provide highly-credible leadership to engineering teams and to be able to accurately and objectively evaluate complex project risks and issues.
  • Ability to provide leadership to business analysts and collaborate with customers and develop strategies and solutions of high business value.
  • Strong interpersonal skills including mentoring, coaching, collaborating, and team building.
  • Strong analytical, planning, and organizational skills with an ability to manage competing demands.
  • Strong knowledge and understanding of business needs with the ability to establish/maintain high level of customer trust and confidence.
