About the Program:
The qualified candidate will lead the Refugee Processing Center’s Systems Administration/Infrastructure support team to support existing infrastructure and to help solution and implement a global Department of State re-architecture requirement and disaster recovery.  Enhancements to existing infrastructure entail tasks such as replacing end-of-life core server products, monthly patching, remediating vulnerabilities identified by scans, enhancing system performance and reliability, reducing O&M costs and providing increased functionality and efficiency. The team is responsible for the smooth daily operation of the applications, office network, and Local Area Network (LAN) and the Wide Area Network (WAN) systems; noting and resolving any problems encountered. The team is also responsible for administering user accounts and passwords.  The core LAN environment includes domain controllers, Active Directory, Exchange SQL Database servers, File/Print servers, and other specialized servers providing specific services to the enterprise.
Qualified candidates will be expected to plan, organize, prioritize, and manage multiple projects and tasks and team members. Evaluates, designs, documents, installs, implements, tests, and performs problem isolation and resolution; and monitors, tunes, sets standards and maintains a range of computer network components and systems. Performs these functions across some, but not all, physical media, protocol stacks, switches, routers, bridges, gateways, and network management components in data, voice, and video environments. Researches, evaluates and recommends new computer network equipment and technologies. Develops and executes contingency plans for network software and hardware failures including isolated and major outages. Provides internal consulting, technical guidance, information and support to application developers, computer operations, workstation support, company management, and departmental clients. Additional responsibilities include:
  1. Oversees the initiating and planning of program/project activities and analysis, and performs professional or technical work related to program management. Manages the execution effort by controlling scope, budget, schedule, quality, risk, customer satisfaction in accordance with the contract requirements.
  2. Leads team to organize, prioritize and document tasks and projects; ensures due dates are met.
  3. Mentors direct reports.
  4. Ensures any incidents are documented and reported to the client.
  5. Develops and helps implement technical innovations to improve the reliability and performance of network connections and servers utilized by WRAPS, which is a distributed architecture with users and servers at many overseas sites. 
  6. Leads program efforts to maintain a proactive, effective, and compliant cyber and application security posture. Ensures compliance with industry best practice as well as Federal and Department of State.
  7. Works closely with client and other teams to ensure open and regular communication, both written and oral. Develops, implements and manages project schedule and budget to meet contractual requirements.
  8. Develops and maintain prescribed procedures to be followed routinely in the form of standard operating procedures. Develops, maintain and implement a proactive capacity planning model to support business decisions.
  9. Detects, identifies and performs problem isolation and resolution throughout the network architecture.
  10. Utilizes monitoring, mapping and alerting software to perform network management by proactively collecting data and conducting real-time analysis of the performance of the network.
  11. Develops and executes contingency plans for network software and hardware failures including isolated and major outages.  Provides knowledgeable consulting, technical guidance and leadership to technical review boards; configuration control boards; developers, engineers and senior managers.
  12. Provides storage area network engineering and administration. Installs, configures, maintains, and operates servers.  Updates hardware, operating systems, and software (as needed) to provide needed functionality and security.
  13. Monitors systems and provides information and statistics relevant to system capacity limits on data storage, system utilization, etc. to the project manager with enough lead-time to avoid system crashes and data loss.
  14. Oversees the configuration, monitoring, and optimization of network devices such as routers and switches.
  15. Leads the development of network operations, backup, and restoration procedures.
  16. Supports network upgrade projects or initiatives, through the lifecycle, including design, test and deployment.

Job Requirements

    1. Direct experience working system administration on MS based systems that includes Microsoft SQL Server 2008 and 2016, Windows 7/10 workstations, MS SQL Server Reporting Services (SSRS).

    1. Recent experience using SolarWinds or similar monitoring tool to support system monitoring and administration of windows based systems

    1. Worked in an environment that includes Cisco routers, switches,  VPNs, and WAN/MAN/LAN

    1. Master’s degree or equivalent experience required. 6-10 yrs. experience.
