Job Description
STATEMENT OF WORK
1. Title
Senior Human Resources Consultant Services to Prepare and Conduct a Selection Process at the Executive Level (EX-01)
2. Background
Employment and Social Development Canada (ESDC) is looking to staff EX-01 Director positions over the next 6-to-18-month period. After a thorough review of ESDC’s available pools, it was found that none are sufficiently tailored to the current needs.
3. Objectives
The objective is to launch an internally advertised selection process in the fiscal year 2025-2026 and establish a pool of qualified candidates at the EX-01 level that the department will be able to leverage to meet its current and future staffing needs. This selection process will be having multiple streams and will require work in collaboration with other directorates. The objective is to complete the process by March 2026 and aim to fill up-to five (5) positions.
4. Scope of Work
The Senior Human Resources Consultant must provide support, on an “as required” basis, to Directors General (DGs) that will be part of the selection committee to complete a competitive process and to build tools that are well adapted and that reflect well our requirements. For this purpose, the Senior Human Resources Consultant must meet with the client as needed, to reach our target date of completion.
4.1 Tasks
The Senior Human Resources Consultant must provide the following services, if required, but not limited to:
Step 1
o Recruitment of candidates at a level that meet the Statement of Merit Criteria (SoMC); and,
o Recruitment of candidates interested and who would meet the experiences in the SoMC:
- Screening of candidates that apply through the formal process.
Step 2
o Develop evaluation tools and booklets for board members:
- Interview guide template;
- Scenario boards hosted through MS Teams; and,
- Develop written assessment (Candidate Achievement Record (CAR) and simulation or behavioural or situational adhering to Key Leadership Competencies (KLC) if requested by the Project Authority to allow for top-down assessment).
Step 3
o Initial Assessment of written assessment i.e., use of CAR which would allow for the client to allow for top-down assessment:
- Participate in interviews and document interviews;
- Development of a reference check questionnaire;
- Perform reference checks;
- Prepare final integration, scoring of all interview and reference components;
- Prepare ‘best fit’ report; and,
- Complete other reports, updates and attends meetings as required.
5. Deliverables, Milestones and Schedule
The Senior Human Resources Consultant must contact the Project Authority to establish a schedule. The duration of the established schedule could be increased or decreased based on client’s needs, through a formal contract amendment signed by both parties.
The Human Resource Consultant (1) must:
- Analyze and evaluate the nomination in the Nomination Pool to see if the candidate meet/fit the categories and criteria of the Award being launched;
- Fully complete nomination forms ensuring it meets the category and criteria in the language choice of the nominator;
- Write support letters where these are needed and other supporting documents; and,
- Communicate with the Nominator to get their approval on the nomination form and other documents. Once approved by the nominator, the Human Resource Consultant must submit the documents to the Project Authority / Team for the deadline determined for that specific Award.
6. Constraints
o Meetings
- The meetings must be held using Teams, as needed by the Project Authority.
o Travel
- No travel expenses will be reimbursed throughout this contract.
o Resources languages and Level of Effort
- The Contractor must provide one Senior Human Resources Consultant (under ProServices, stream 8 Human Resources Services, category 8.1) that can communicate perfectly in English and/or in French in writing and orally. The total estimated level of effort will not exceed 90 days.
- Privacy
8. Work Location
The work required must be carried out virtually from within Canada. ESDC will be providing Save-D virtual desktop and allow remote access to up to Protected B of Government of Canada (GoC) information to a vendor. Security authority of ESDC acknowledges and accepts all associated security risks and as such the Contract Security Program (CSP) will not conduct any inspections related to DSC/IT for this particular contract”.
9. Accessibility
After analysis, it was determined that there are no accessibility requirements.
However, if during the process it became evident that accessibility measures were necessary, the Contractor, with the collaboration of the Project Authority, must ensure that these measures met the requirements of the Accessible Canada Act.
10. Contract Period
The estimated period of the contract is from June 1, 2025, to March 31, 2026.
