Process Design Engineer - Utilities
PLEASE NOTE THE 1ST YEAR OF THIS POSITION WILL BE IN GERMANY THEN WORKING REMOTE AND ON SITE NEAR BATON ROUGE.
POSITION: Process Engineer-Offsites and Utilities (OSBL)
GENERAL PURPOSE:
Execute the Mega Project Facilities at consistent with published project objectives and Company principles, to verify that the Contractors perform engineering/design, procurement/fabrication, construction and pre-commissioning services in accordance with contractual requirements, including specifications and standards to monitor and appraise contractor organization, planned, and performance in the broad disciplines of detailed design, drafting, purchasing, progress measurement, schedule control, and such engineering activities and to ensure that the project achieves established objectives in keeping with Project Execution Plan and Company expectations, engineering practices, procedures, and standards.
ROLES AND RESPONSIBILITIES:
The principal function of the Process Engineer representative is to provide overall process engineering expertise to guide the development of the Front End Design-Process Studies and Engineering Design Specification and ensure implementation during Detailed Design relative to requirements and to monitor and appraise contractor performance during design, construction and pre-commissioning services that may affect process engineering so as to successfully complete the Mega Project Facilities consistent with Company objectives and technical requirements.
The OSBL scope starts at the first flange of the battery limit isolation valves. (The double block and bleed valve stations at the battery limit module are in ISBL scope but the blind in between is jointly owned). However, the battery limit module will be delivered by the ISBL group but once installed the delineation will be as above.
This position is embedded in the contractor’s engineering office( could be international) during Process Design Package( PDP), FEED and detailed engineering phases.
Responsibilities and Expectations
- The Process Engineer (OSBL) is the focal point for providing engineering and coordination support for ALL of OSBL scope which may include but not limited to contractor requests for information, interpretation, clarification, deviations, and concessions.
- Deal with Contractor engineering issues (whether engineering office or field-related), solutions complexities, and difficulties throughout the span of the capital investment program in order to meet Company expectations and goals.
- Continuously monitor all facets of contractor engineering, design, construction, and pre-commissioning performance, with special emphasis on safety and quality, in order to identify sub-quality performance and to initiate corrective action to ensure contractual compliance, and to prevent lost time injuries.
- Construction Contractor’s conformance to design specifications, drawings and ensuring that deficiencies are corrected in a timely manner so as to successfully complete the engineering and/or construction contract Package/s consistent with Company principles and technical requirements.
- Coordinate with the staff of other Project teams to ensure utility and support services within their assigned Contract Packages and to arrange for efficient start-up of Package facilities and tie-in to other related facilities.
- Locate and execute tie-ins accurately, walk them down in person and coordinate with the Ventures organisation , operations, TA group, other stakeholders in to reserve and mark the locations.
- Coordinate with outside agencies like LADOT, Entergy power, Mississippi river agencies, DNR either directly or through established company departments to coordinate module transportation until the laydown/staging areas.
- Overall responsibility of barge slip ramp construction, heavy haul road improvements, power line relocations, north and south temporary construction facilities set up and maintenance.
- Responsible for advising the Construction Manager, Engineering Manager and Project Director of deviations from engineering and/or installation standards and specifications, drawings, etc., industry codes and standards, and/or engineering practices and applicable procedures as well as input to resolution of non-conformances.
- Maintain active participation in cost and progress, quality, safety, and schedule reviews to ensure successful completion of their assigned Contract Packages.
- Keep the Project Director and Engineering Manager advised of potential problems and concerns so that coordinated corrective action can be taken in time to ensure engineering/design, construction, pre-commissioning, commissioning, and start-up of Contract Package facilities that meet requirements.
- Comply with applicable Laws, Regulations, Permitting requirements and Company business practices, code of conduct.
Specific Tasks for PDP, FEED and EPC
- Develop or direct development of marginal analysis of technical options for management approval during PDP and FEED phases and if required in the EPC phase.
- Monitor issue and review of engineering deliverables per established schedule and budget by Engineering Contractor.
- Coordinate facility information deliverables to contractor and tie-ins information for FEED package development.
- Per the contracting scheme develop procurement plans for OSBL works, develop RFPs, coordinate bidding with the Supply Chain department, coordinate/conduct bid tabulations and analysis, award recommendation (signatories are decided by Supply Chain Manager per the Project decision rights grants of authority document) and on obtaining required approvals execute contracts.
- Carry out or coordinate scheduling for all OSBL work , identify critical paths, work towards maintaining the overall project schedule by delivering required work in the OSBL areas, identify risks to the project leadership and others as necessary and continuously work to achieve results in a timely and efficient manner.
- Work with external agencies/companies utilizing established work practices to develop RFS, or work scopes for EPC( including estimate) for the barge dock ramp, heavy haul road demo and improvements, conduct engineering thru Excel and line up contract to execute power line obstructions, develop or coordinate TCFs construction work packages, coordinate warehousing, coordinate pit/pad areas project work with other refinery small cap groups, unit 15 revamp work using Fluor services and contract out for execution, manage all OSBL tie ins and work with the Construction Manager to facilitate construction work.

The Process Engineers responsibilities include:
Process Design Lead and representative for process engineering during all stages of design and execution
- PFD, P&ID, Equipment specification interpretation/clarification/input as appropriate should EPC Contractor Engineers (Home Office or Field) require such support
- Coordinating, monitoring, controlling, and reporting of Process engineering resources assigned to and/or supporting Contractor
- Engineering (Home Office or Field) activities
- Responsible for quality and technical integrity of the Process Design
- Input to the Engineering and Design Management Plan implementation
Provide process design guidance so as to effectively interpret Project requirements to Contractors', engineering and construction management representatives and to monitor and appraise contractor performance so that it can meet established and Contract Package facility standards within their assigned Contract Package area, including potential effects that may cross Facilities boundaries
Responsible for advising the Engineering Manager, Construction Manager and Project Manager of deviations from engineering and/or installation standards and specifications, drawings, process, etc., industry codes and standards, engineering practices and applicable procedures as well as input to resolution of non-conformance
Ensure facilities that meet all specified requirements in accordance with Company's published requirements.
