Program Manager

Strategic Resources, Inc. SRI is seeking committed and passionate professionals to provide critical services to the Department of Homeland Security.

Overview: The DHS Child Well-Being Program (CWP) provides, 24/7, trained Child Well-Being Professionals to strengthen the care and protection of children in custody of the DHS between the time of encounter and transfer to a long-term care facility (generally the first 72 hours post-encounter). The program augments existing resources and current services by providing structured programmatic support, clinical services, and technical guidance with the sole focus of ensuring the well-being of children in custody.

Scope: The professionals supporting the CWP will be complementary to U.S. Border Patrol (USBP) Agents, Processing Coordinators, Caregivers, and medical staff with the sole focus of child well-being. The Child Well Being Program Manager provides oversight of the program in close coordination with DHS’s Office of Health Security (OHS), managing and administrating program tasks to include staffing, recruiting, vetting, scheduling, source selection of licensed and experienced candidates, training, security background investigations, and other program related duties.

Tasks & Responsibilities:

  • Responsible for the overall administration and management of the Contractor’s activities.
  • Serves as the primary conduit between the CWB Program Office for administrative and management of the overall services contract, allowing Specialists and Lead Specialists to focus primarily on engagement with children and processes that impact children. Is the point of contact for all administrative, financial, and logistical items concerning the contract.
  • Provide coordination of care and escalation of issues related to child well-being.
  • Preserve the flexibility to provide support when required in surge or crisis state.
  • Coordinates closely to ensure that operational requirements, gaps, lessons learned, and other considerations are integrated across the entire child well-being program infrastructure.
  • Provides regular guidance to deployed professionals, in addition to directly engaging sector and facility leadership to ensure continuity in care, elimination of duplication of effort, and synchronization of activities across the entire child well-being program operational footprint.
  • Attends all relevant facility staff meetings and provides reports out necessary child well-being information.
  • Reports on all activities across deployed staff on a regular basis.
  • Reports on the number and utilization of deployed staff on a regular basis.
  • Provides routine reports of process and outcome metrics to support monitoring and evaluating program success.

Required Skills, Education, Experience & Abilities:

  • Master’s degree in health management, social work, psychology, or equivalent degree program (such as MPH, MSW, MPP, MBA); A master’s degree may be substituted by 7+ years of progressively higher experience managing complex and diverse teams, with emphasis on managing resources in an immigration health or mass migration setting.
  • Program Management Certification (Highly Desired)
  • Experience managing social service or Child Well Being Programs
  • 5+ years of experience managing complex and diverse teams.
  • Experience in managing resources in an immigration health or mass immigration setting.
  • Superb written and verbal communications skills.
  • Proficient in the use of Microsoft Office products including SharePoint.
