Telecommunications Analyst/
Job Description
- Analyzing and identifying:
- Analyze current DND/CAF networks and infrastructure identifying where programmed and future Cloud solutions can be leveraged (data centers, tactical edge, and operational platforms);
- Identify existing DND/CAF efforts in Cloud implementation and existing gaps where future multi-level security cloud, IoMT, Unified Data Library like technology can be implemented;
- Identify options for integration with existing efforts;
- Identify existing Cloud efforts undertaken by Other Government Departments and DND/CAF Allies and seek relevance to DND/CAF.
- Developing and validating:
- Develop a System of Systems Concept leveraging multiple-classification clouds, while integrating the unified data architecture, automation, and IoMT; and
- Validate the SoS Initial Concept through a series of use cases such as NORAD modernization, Continental Defence Investment Science and Technology Program and the War in Ukraine.
- Additional tasks:
- Attend meetings on an “as and when requested” basis by TA/DND rep;
- Conduct IC stakeholder engagements to capture current ICT initiatives;
- Monthly progress reports of the work performed must be completed in a format acceptable to the TA/DND rep. At a minimum, each month progress report must document, but not limited to, the following information:
- All significant activities performed by the contractor during the period covered by the monthly invoice;
- Status of all action/decision items as well as a lost of all outstanding activities;
- A description of any problems encountered which are likely to require attention by DND;
- Any recommendations relating the conduct of the work;
- Total number of days charged by the contractor;
- Cumulative number of hours charged for the contractor.
- Constraints
The resource will be subject to the following limitations and constraints:
- During the performance of the contract / task, the resource must not direct any departmental organizations, or any personnel of any third party parties with whom Canada has or intends to contract, to perform any action;
- The resource must not use either GC or DND designations, logos, or insignia on any business cards, cubicle/office signs, or written/electronic correspondence that in any manner lead to others to perceive the resource as being an employee of Canada;
- The contractor must ensure the currency of knowledge of their resources and must bear the costs incurred for training;
- The contractor must be available to work between the hours of 7:00 and 17:00 Monday to Friday (with exception of statutory holidays observed by Canada as defined by the province of work), where the resource will be in contact with DND personnel on a regular basis;
- All work performed outside of normal business hours must be pre-approved by the TA / DND rep in writing. Should the resource anticipate that the 7.5 hour workday stipulated in the contract may be exceeded, approval must be obtained prior to work being carried out;
- The contractor must have a Secret (DND/CAF) Security Clearance. It is the responsibility of the Contractor to have an approved Visit Clearance Request (VCR) prior to the start of the work;
- There is no travel requirements anticipated. In case where contractor is requested to travel in order to carry out their tasks, travel must be in accordance pre-approved and IAW the current Treasury Board Travel Directive;
- The contractor will be required to be on-site as and when required by the TA/DND Rep. DICISC is located at 285 Coventry Road, Ottawa, ON;
- DND/CAF will provide the contractor with a DND laptop and all other required IT accessories including access to DWAN network. All work must be conducted and safeguarded on DND designated IT and network.
- The contractor must be fluent in the English language. Fluent means that the individual must be able to communicate orally and in writing without any assistance and with minimal errors; and,
- The TA/DND rep for this requirement will be the primary point of contact for the contractor and will be identified within the Task award document.

Computer Science, Computer Engineering, Electrical Engineering or equivalent bachelor’s degree from a recognized university. |

Must clearly demonstrate the in-depth knowledge of future Information and Communications Technology (ICT), a minimum 3 years’ experience within the past 5 years developing ICT solutions. |

Must clearly demonstrate 3 years’ experience within the past 5 years developing comprehensive telecommunication/ICT system alternatives. |
M4 |
Must clearly demonstrate 3 years’ experience within the past 5 years identifying viable business / operational system solution options and recommending a course of action. |
M5 |
Must clearly demonstrate a minimum of 6 months experience within the last 3 years assessing emerging technology capability against current and future national Defence requirements. |
