  1. Background

Public Safety Canada has a requirement for an Senior Evaluation analyst to coordinate and lead the evaluation of a transfer payment program.

  1. Duties

The resource will be responsible for carrying out various duties related to the conduct of an evaluation. The day to day work for the resource will include, but not limited to, the following:

  • Analyzing evaluation results, extracting key elements and formulating appropriate findings
  • Initiating evaluation design (questions and methods) for the evaluation framework
  • Recognizing the strategic use of evaluation methods, anticipating problems and making appropriate adjustments
  • Monitoring the evaluation study throughout the evaluation and the contract life cycle
  • Presenting evaluation findings
  • Proposing strategic recommendations
  • Participating in the conduct and assessment of evaluation activities
  • Analyzing evaluation evidence using quantitative and qualitative research methods
  • Preparing evaluation findings and draft evaluation reports

  1. Working Environment

The resource will work in a fast paced environment and must be able to prioritize multiple requirements. The resource will be required to work in the Internal Audit and Evaluation Directorate.

  1. Work Location

National Capital Region: 269 Laurier Avenue West (on an as and when required basis), and own residence.

The proposed resource must have a minimum of three (3) years of experience in the last 7 years, from bid closing date, in planning and conducting evaluations that meet the requirements of the Treasury Board Policy on Results.

M2

The Bidder must demonstrate that it’s proposed resource has experience leading an evaluation project of a transfer payment program.

M3

The Bidder must demonstrate that it’s proposed resource has experience preparing an evaluation report that will be presented to a senior management committee.

R1

The bidder should

demonstrate the resource’s experience in leading an evaluation project within the last 7 years using the above format. The bidder should address how the resource planed the project, and managed their team.

R2

The bidder should

demonstrate the resource’s experience with preparing evaluation reports in the past seven (7) years, starting from the end of data collection to final report approval?

R3

The bidder should

demonstrate the resource’s experience using NVivo for

data analysis. Demonstrate the steps the resource

undertook during analysis.

R4

management. Demonstrate how the resource prepared and successfully presented

the evaluation reports to senior management.
