Job Description

  1. TASKS

The required services include, but are not limited to, the following tasks:

Fiscal year 2025 to 2026, tasks could include, but are not limited to, the following:

  1. Senior Project Manager: Liaison, Project Oversight, and Administration
  2. Liaise between the Technical Authority/internal stakeholders and programmer/analyst to ensure full understanding of task requirements, ensure resources are adequately qualified to meet task requirements, identify/propose resources (if required) for the delivery of specific tasks, and provide general oversight to ensure task completion and quality assurance of deliverables.
  3. Schedule kick-off meeting to discuss specific task requirements, coordinate subsequent meetings with Technical Authority and internal stakeholders, provide progress reports on a monthly schedule or as dictated by the needs of a particular task, oversee all finance and contracting matters (e.g., invoicing, billing, contract amendments).

Language Capacity

The Bidder’s proposed resource(s) must demonstrate the capability to draft documentation and to clearly articulate concepts in English both in writing and orally with minimal error, and without assistance.

This will be evaluated using the quality of the Curriculum Vitae (CV).

Education

Page Limit: one (1) page  

The Bidder’s proposed resource must hold one (1) of the following from a recognized Canadian university, or an equivalent credential from an accredited foreign institution:

Option 1:

A Doctor of Philosophy (PhD) in one of the following disciplines:

  • Psychology with a specialization in Psychometrics or Quantitative Psychology; or
  • Education with a specialization in Measurement, Evaluation, or Research Methodology.

Option 2:

A master’s degree in psychology in one of the following disciplines:

  • Psychology with a specialization in Psychometrics or Quantitative Psychology; or
  • Education with a specialization in Measurement, Evaluation, or Research Methodology.

AND a minimum of five (5) years of experience in developing and evaluating standardized assessments or psychometric tools.

A copy of the resource’s diploma(s) and a complete curriculum vitae (CV) must be included with the proposal.

Experience – Project Management or Oversight of Test Development/Psychometric Projects

The Bidder’s proposed resource must have at least ten (10) years of experience managing and providing oversight of a team responsible for test development or psychometric projects.

The Bidder must identify the experience using the following format:
