Job Description
- TASKS
The Senior Procurement Specialist must have knowledge of relevant Government of Canada procurement policies, such as but not limited to Treasury Board Directive on the Management of Procurement, as well as provide procurement services including but not limited to:
- Preparing bid documents, including Requests for Supply Arrangements, Requests for
Standing Offers and complex Requests for Proposals
- Evaluating Statements of Requirements/Work for completeness and adherence to procurement regulations and revising as required
- Developing bid evaluation criteria
- Evaluating bids against mandatory and rated requirements
- Meet with the project authority or their representative to discuss and review deliverables.
- Negotiating pricing, delivery, etc. prior to contract award
- Preparing approval documents for contract award in accordance with relevant policy
- Recommending the award of contracts or issuance of Standings Offers.
- Performing contract management tasks.
- Providing advice regarding potential procurement strategies and post-contractual issues
- Providing training (sharing knowledge, shadowing)
WORK SCHEDULE
The resource will be required up to 37.5 hours per week, excluding weekends and statutory holidays.
LOCATION OF WORK, WORKSITE AND DELIVERY POINT
The work will be conducted remotely. consultant may be asked to attend periodic on-site or remote meetings as required.
If required, PSC will provide a laptop and PSC network access to the consultant.
LANGUAGE OF WORK
The work requires review of documents that are available in English and French. Meetings are expected to be conducted in English and French.

The Bidder’s proposed resource must have at least ten (10) years (120 months) experience as a Senior Procurement Specialist in the last fifteen (15) years(168 months).
The 120 months is exclusive of the 48 months required to be a Senior Procurement Specialist with this THS SA solicitation requirement.
The proposed resource must demonstrate that they completed Statements of Work, Mandatory Criteria, Point-Rated Criteria and evaluations for projects within a Federal or Provincial Government, Federal Agencies or Corporations.
Bidders Must provide the proposed resources’ CV to support this criterion. The proposed resources’ CV (resume) must list their experience by project and duration. |

The Bidder’s proposed resource must have experience providing procurement advice to senior management (Manager, Director and Director General) as well as having worked on urgent Request for Proposals (RFPs) and contracts of a complex matter within the Federal Government of Canada during federal government fiscal year end.
To support this criterion, a minimum of two (2) projects/contracts is required and they must be within the last five (5) years from this THS solicitation closing date. Please ensure to state the procurement method that was used, for which commodity (goods and/or services) and how they directly provided support to an urgent procurement requirement.
