M1 |
Senior ATIP Experience and Flexible Grid Requirement
The proposed resource must demonstrate:
• 10 to 15 years of experience as a Senior ATIP Analyst, including additional experience as an Information / Records Management / Recordkeeping Specialist
• 10 to 15 years of experience administering the Access to Information Act within a federal institution
In addition, the proposed resource must achieve a minimum of 95 points under the Business Consulting / Change Management Stream flexible grid.
Bidders must provide a detailed breakdown demonstrating:
• Education
O University degree (PhD, Graduate, Undergraduate): 35 points

Security Clearance
The proposed resource must hold a valid Level II (Secret) security clearance at bid closing. |

M3 |
Experience with Complex Severance and Jurisprudence
The proposed resource must demonstrate experience applying complex severance decisions under the Access to Information Act, including interpretation and application of relevant jurisprudence and policy instruments. |

M4 |
Consultations (Third Party and Government Institutions)
The proposed resource must demonstrate experience conducting and managing ATIP consultations with:
• Third parties, and
• Other government institutions
Bidders must provide at least one (1) example of consultation management, including the nature of the file and the resource’s role. |

M5 |
Office of the Information Commissioner Engagement
The proposed resource must demonstrate experience, within the last five (5) years, working on ATIP files involving engagement with the Office of the Information Commissioner of Canada and/or requesters. |

M6 |
Official Languages Capability
The proposed resource must demonstrate the ability to analyze and process ATIP records in both English and French.
Evidence may include:
• Demonstrated work experience with bilingual records, or
• Confirmation of advanced reading comprehension in both official languages sufficient to review and apply exemptions under the Access to Information Act
Canada reserves the right to validate language capability. |

M7 |
ATIP Case Management Systems Experience
The proposed resource must demonstrate:
• 5 to 10 years of experience with Access Pro Case Management (ACPM) |

M8 |
Complex ATIP File Experience
The proposed resource must demonstrate experience processing at least one (1) large and complex ATIP request within the last five (5) years, involving:
• Minimum 10,000 pages of records
• Multiple consultations
• Application of exemptions and exclusions |
